When a person stokes fire, they are higher chances of him/her being burnt by the fire than someone who is far away from the fireplace. A person should therefore be extra careful when stoking the fire to avoid being hurt. Hence our ancestors observed that some people always want to make trouble for others or the communities they live in. However in trying to make trouble for others, they end up being in trouble themselves.
This proverb warns people against attempting to make trouble for others, because most often than not it is people who look for trouble that end up in trouble.
